One quiet bar on each page

The builder and a run’s page have new top bars. A step’s panel is a record, read only, with **Test step** at its foot. A left panel opened from another stays open.

On Kubernetes, [sign Helm in and give the cluster its pull Secret](https://docs.gorunner.io/self-host/install-kubernetes#make-a-namespace). **Docker**

To go back, run `./deploy.sh v2026.10.33`. There is no migration, so no flag is needed.
