A Stuck state for organizations, and phone polish

Platform marks an organization that is stuck. Organizations with the same name are told apart, and phone sheets are easier to use.

## What changed

- An organization whose only problem is stuck runs shows **Stuck**, not **Failing**. See [Organizations and people](https://docs.gorunner.io/self-host/organizations-and-people).
